Lemeac is nice (Laurier st. west); not downtown, but not far. (about the same taxi time as L'Express) (IMO, both l'Express and Lemeac are the top for that).
You could try "L'Entrecôte St-Jean" (peel st.) which only have that on the menu. (I've not been in years)
You could also try "Le Pois Penché" (more touristy-ish) for a french brasserie look'n'feel expérience.-----

I agree, though it's been years since I've been, my last visit was extremely disappointing too. I don't know how that place can still be in business. Back in the early to mid 90's there were good steak frites in Montreal all over the place. Now you can't find a place that'll serve it with a decent beurre maître-d'hôtel.
