North End Cafe on Highland, Manhattan Beach
Finally found it, but too bad, since I had already eaten lunch at the time and there menu does tout there belgian fries, with a variety of dipping sauces, and a look at the majority of tables over there showed a platter of these fries on almost each and every one, seems like this joint with it's panini's and bfast dishes might be sort of like the clementine's or comfort cafe of the manhattan beach environs.
if im not mistaken it's located at 35th and Highland, next to the Bora restaurant.
did try the fresh rasberry lemonade and it was pretty darn good, next time a platter of the fries and the lemonade.
