Check out Cotta. They have two private rooms. The smaller of the two holds about 35+ people but could work for your group. I've been twice for dinner and enjoyed everything except a pizza. The pork and kale pasta dish was especially memorable. ask for AJ.

If money is truly no object, get the West room at Per Se. It is a bit large for a party of that size, but would be a truly memorable experience.
Picholine has a private room that seats 22. The cellar at Dovetail seats 20, and is another good option, but 25 won't work. Telepan has a similarly-sized semi-private room that might work, though I would personally do dovetail before Telepan.
I know Lincoln and Bar Boulud also have private dining space available, but I am unfamiliar with their options.

Lincoln sometimes rents out the entire front dining area facing Avery Fisher Hall for private events, even for parties of 15 to 25.
The West Room at Per Se might be too big. It also doesn't have any windows but yes, the experience would still be memorable.
Jean Georges has a private dining room on a separate floor of the Trump hotel. Marea also has a private dining room on the lower level though I'm not sure about the maximum occupancy.
If you're considering midtown west, Le Bernardin and The Modern will be able to accommodate you as well.
