I'd go with La Fusta over La Portena. Both have varying degrees of "gaucho" atmosphere.
I personally think El Chivito D'Oro does similar food better. If you are looking for a Argentine steakhouse decor it is a little sparse on that count, but the place seems much more lively than the other alternatatives, and I think cheaper. It is technically Uruguayan, if that matters.
