Quebec City over July 4
My wife and I are arriving in Quebec City on 7/1 and departing on 7/4. Sure, we will do some sightseeing but most of it will be spent eating and drinking. As such, we would love recommendations for one splurge meal and lots of bistros, cafes, farmer's markets, etc. Are staying in the lower city but we gather it doesn't really matter. Thanks in advance.

That weekend will obviously be a busy tourist weekend, even though neither July 4th nor Canada Day is really celebrated in QC. Thus, it would be good to reserve ASAP, no matter where you plan to go. I find that all the sightseeing in Quebec mostly revolves around food anyways, so I think you'll feel right at home.
Many here will recommend upscale places including Toast!, Panache, L'Initiale, Saint Amour, etc. I found Panache great, albeit a bit pricey - though this is to be expected in QC. I think all are probably good choices, though everyone here will have their own favourites.
For a bistro, I really love L'Echaude. Especially the front terrasse.
Last month I went to Pain Beni for the first time, and although their interiors feel like early-90s chic, the food was really great with prices that were very appropriate.For coffee I think Nektar seems to have the strongest offerings. All of these places are within a 20 minute walk of where you'll be staying.
