I'll be taking a trip to Portland and am looking to purchase some Japanese Shochu (NOTE: NOT Korean Soju!). Which stores carry a good selection? Our state liquor stores in WA don't seem to carry it...
Uwajimaya in Beaverton is likely to have the best selection, I know they have one of the biggest sake selections in town. Just be careful, sometimes bottles can sit in customs for months (and in the store too, if it is not popular) and you get a bad bottle once in a while. Some bottles/boxes actually have dates stamped on them, it is worth looking.
If you want to drink some here, both Ping and Bamboo Sushi have several and also do tasting flights. Bamboo is sustainable sushi, Ping is SE Asian by the owner of Pok Pok. Both do great happy hour deals, btw.

Hmm...not positive. They can if they get a license to do so, I think they can, but I am not sure.
We are heavily regulated here, but they put EVERYTHING online, so here's the OLCC link and it should let you search and find out who has what anywhere in the state:

that being said, I can tell you that 10th ave. liquor in downtown carries a few nice ones(thanks to my haranguing) as does Pearl Specialties.
The problem is importation. Between the OLCC perpetually dragging their feet on listing niche market items, low sales, and high import prices....Shochu is far and few between to be purchased retail.
The best selection for a restaurant is Ping.
