You might also try Angkor Borei, which is Cambodian.
It's rare to find Thai restaurant owners or workers who don't come from Bangkok, regardless of whether their restaurant is named Chiang Mai or Phuket. Isaan is a much poorer farming region; and that much harder for someone from outside Bangkok to get a visa. Laotians and Cambodians were sponsored under refugee agreements, although still very difficult.

a quick note because threads with "isaan" don't show up in a differently-spelled query: I would skip Bai Thong - although it advertises itself as "authentic Northeastern Thai" in the free weeklies, they actually serve the same Westernized dishes as most other Thai restaurants. Your best bet is probably to go to some of the Lao restaurants in the East Bay (Isaan and Laos are closer culturally and gastronomically than Isaan and the rest of Thailand are).
