Out on the beaches, I think it's going to be one or the other (good food OR sunset view). There aren't too many Gulf-front restaurants left (they've all been razed and turned into condos). Frenchy's and Palm Pavillion sit right on the sand, but IMO the food at either is nothing to get excited about (I think I would suggest Frenchy's over Palm if I had to choose).
If you can sacrifice a Gulf view, I like Guppy's, Salt Rock Grill and Tapas Garden on Indian Rocks Beach (just a little south of Clearwater Beach, and all across the street from the beach) for better-than-average beach food. You could maybe have an early dinner and enjoy the sunset after? There's also a Columbia restaurant on Sand Key with an intracoastal water view.
