Saw some yesterday at the Bethesda Co-op in Cabin John MD.

Just saw some last weekend at SiTea in Takoma Park. I'm not sure how the price compares, but they sell by weight.
You could also try MOM's organic market in Rockville.

I have been looking for them in Howard County, too. They aren't even easy to find online.

I just noticed, too, that Wilderness Family Naturals has raw cacao nibs (from Peru or Ecuador), and you can get sample sizes if you just want a small amount:
