I've eaten in Per Se's salon, which has a small bar, 4 or 5 seats, I think. If you get there when the restaurant opens, you definitely have a decent shot at a seat. The room was full by 6:30 on the evening of my visit.

ETA: The menu is also different in the salon - it's a la carte.

Eleven Madison Park does not serve the full dinner menu at the bar for dinner; they have a separate bar menu that is a la carte and has some bar snacks and other items. If you wish to dine at EMP, I'd reserve for a table or try for lunch.

I believe the Salon menu at Per Se is available without a reservation. But to be honest, these are two of the best restaurants in NYC, why don't you make a reservation and guarantee yourself a fantastic dinner. I've dined solo (at a table) at EMP, and it was wonderful! I've read wonderful reports from others on this board who have dined solo (at a table) at Per Se.
