Upscale (and understand that upscale here is not as upscale as it is there)? Any particular type/genre of food? Any particular location? Any particular kind of atmosphere?
What exactly are you looking for in a restaurant? We have lots of great ones...
That said...here's a general list of places that are awesome:
Toro Bravo (NE, fabulous tapas with local ingredients, long waits), Genoa (SE, very upscale, nice tasting menu), Metrovino (NW/Pearl, upscale, interesting preps, great wine list w/lots of taste pours and great cocktails) , St. Jack (SE, traditional French bistro fare, great cocktails, had an amaszing pied de cochon there last week), Wildwood (NW, upscale, great PNW-centric food w/local ingredients), Tanuki (NW, small divey sake bar with interesting Japanese food w/Korean influences), Clyde Common (SW/downtown, upscale in a trendy (not fancy) way, interesting dishes, great cocktails), Laurelhurst Market (SE/NE, modern steakhouse with great cocktails and stellar food), Nostrana (SE, rustic Italian with great ingredients, wood-fired oven)
Not all of these places take reservations (welcome to Portland! ;o), but if you are interested in a place that does, you should make them.

Last night we had an excellent meal at Little Bird in downtown Portland. We have also enjoyed fantastic meals at Oba, Wildwood, Meriwether's and Portland City Grill the past few days. Le Pigeon and Andina are also both very, very good. :)
