white cheese sauce at mexican restaurants

Does anyone know how to recreate this? A friend with a less than defined palate :) thinks that it is made with goat cheese however it seems to me that it would be more tangy and not so smooth. Any suggestions would be great.

  1. Would have to assume made with queso blanco, a somewhat salty white squeaky ricotta like cheese.
