Hong Kong Birthday Dinner Recommendation

I'm going to be in HK and staying with a friend whom I'd like to take out to a nice dinner for his birthday. I'm willing to spend up to a total of USD$400 for the meal (not sure if that gets you much in HK?).

Could you please recommend a place that falls within this price range, has a great view of the city and has food that will rock one's world ten times in rapid succession? I imagine we'll be eating mostly Chinese food during my stay, so non-Chinese recommendations would be much appreciated.
