Have you been to Atwater's in Belvedere Square? It's the only thing that comes to mind.

I second that. I LOVE Atwater's soups. Always the highest quality, freshest ingredients! And served with fabulous breads.

I did some work near Inner Harbor for a few months. I liked the soups at Boheme Cafe, 400 East Pratt Street - especially the Turkey Chili. They have a soup group with a daily email of the soups that day.

Also, I highly recommend the pho at Mekong Delta. Lots of people around here would love to debate the authenticity of their pho (which is not a debate I could participate in even if I wanted to), but I thought it was darn tasty.

I also could not participate in the discussion on authenticity, but I thought the broth was a little tame. It was pretty good once I added all the condiments I found on the table, though.
The chicken soba noodles at Matsuri are pretty good (although they did not seem to be soba noodles).

Soup's On in Hampden on The Avenue consistently makes wonderful soups (and v. good salads/sides as well). Not to be confused with the Soup's On on Preston St. in Mt. Vernon.

I just visited Soup's On in Mt. Vernon. It's a nice space and I had high hopes, but I was disappointed. Maybe the one is Hampden is worth a visit.

Not sure how far outside the city you are willing to travel, but Soup'r Natural in Hereford on York Road (just north of the Mt. Carmel Road exit off 83) is a wonderful place for soup, salad, sandwiches etc.
