I found few topics has the lock and caption says " This topic has been locked" What does this mean?

It means the moderators have decided that no one is allowed to contribute to it any longer, for one reason or another. Maybe it's a duplicate thread. Maybe it got too nasty. Or too far off-topic.

Sometimes when we move threads from one board to another, we will post a "pointer" which will have a link in it to the new board where the thread was moved. This may be what you found when you saw that the "Ask Sushi Man 2" thread on the Los Angeles board was locked, we moved the post to the General Topics board and left a "pointer" indicating where your original post can now be found, and where replies can be posted. on its new board.
