Depending on where you're staying in Scottsdale, one of the Over Easy locations might be close. Their prices are reasonable for the quality. http://eatatovereasy.com
Staying in your budget might be a challenge. If you are near the Tempe end of town, you might try to find some places from the downtown Tempe vicinity to the Mekong Plaza in NE Mesa. That area is pretty accessible if your party is up for the adventure. I would get dessert at Angel Sweet Gelato ahead of most other places, but, they just have gelato, and seating is very limited.
You might get more specific recommendations if you tell us where you are staying. Most of Scottsdale is very long and narrow.
You could get one of the very limited reservations for your party of eight at Pizzeria Bianco. The last time I checked, they were booked one month in advance.
Edit: The Angel Sweet location I'm referring to, is in the Mesa Riverview mall near Wing Stop and Rubio's.
