The only place I remember having it was Binh Minh Quan in Oakland. I ran a quick search (did you know that menupages has a "find a food" search option?) and came up with (in addition to Pagolac, good work artemis!), Kim Thanh, La Vie and Jasmine Garden.

...And Pagolac's is pretty tasty. A non-literal translation for those curious what this tastes like would be more along the lines of "Shrimp forcemeat grilled on slabs of sugar cane." It's sort of like a shrimp fish ball in kebab form that picks up sweetness from the sugarcane.
