our reception is in the summer at the Paradise Banquet hall on Jane Street. Less than $100 per person on a Friday for 4 course meal, dessert table and open bar. We haven't eaten there ourselves yet but a lot of our friends have and they still rave about how good the food is.
The outside is typical Jane Street, but the inside is gorgeous.

By no means am I saying the food here is spectatcular- but they offer fairly reasonable friday/sunday deals and although the venue is a little off the beaten track it is a scenic drive and the setting is nice.

I didn;t understand the 'column free' comment but I finally found it in the listing-- not the best way to describe the lack of columns in the rooms but I guess that is something that might worry people you wouldn't want Aunt Gerty having a partially abstructed view of the head table now would you...lol

It is a nice venue and they have a good catering list but the venue rental alone is almost $2,000. When you have a limited budget like you do, I think you need to find something that has a lower cost for the rental of the venue or go to a place with in house catering so that the rental cost is built into the food price. As well, it would have to be outside with their tent package b/c the inside space is too small for 200 if I remember correctly.

At Berkeley, food would be about 50 that time of year and you can buy your own booze, but with all of the staff hiring/rentals/glassware/mix/ice etc., it would work out to be about 50 per person as well. How many people in the wedding? They have 2 spaces now (Field House and the Church) so they can handle more volume, lots of Friday-Sunday weddings. For the $50 in food, it's app main dessert.

Maybe so, but it's the quality the OP needs to accept if she wants an outdoor ceremony, full meal, and open bar for 200 people in June at $100/head (all charges included). For around $110pp, the Kortright Centre or Black Creek Pioneer Village could be options.
If these places aren't up to snuff, the budget needs to be increased or changes need to be made to the specifications. If the outdoor ceremony were switched to an indoor one, many more venues could be suitable (but they would be suburban banquet halls).
Of course the Berkeley Church and the Estates of Sunnybrook are lovely venues, but unless the reception is going to be a cocktail party, are way over budget.

That's a great deal. I don't think there is a space downtown proper where you could do a full meal and bar for $100 pp.
Have you checked Sunnybrook Estates? I've done corporate events there for about $50 pp so you may be able to do what you're looking for for $100 if you're very careful with your selections.
