Believe it or not the best place for cheap, good quality oysters is... wait for it... Loblaws. The malpèques and Beausoleils are the same ones you'll find at most fishmongers and they're just as fresh, but prices are a lot better. The thing about oysters is that the packing date is on the box, so you can't get bullshitted.
If you're looking for more variety, you'll have to go to a fishmonger. My last purchase was at Norref and I was very happy with the freshness and variety, but that was just before NYE when there's a lot of turnover and different varieties are easier to find. I don't really know how it is the rest of the year, since I usually only buy oysters during the holidays.
