Best traditional mussels in NYC?

I'm visiting NYC in mid-January and have been craving mussels mariniere - white wine, garlic, etc. and was thinking about going to Les Halles but wanted to know if there was someplace that had really great mussels that I don't know about. I don't want to spend an arm and leg (more than $25 - even that is a bit much for an order of mussels) but am willing to if they're great. I'm mainly interested in staying in Manhattan.

Suggestions? Thanks in advance!
