Have an 8 hour layover in Panama City on way to Montevideo. Is this time for a quick sightseeing tour or lunch at La Mar?

There's nothing at the airport to eat other than a small cafe and a hotdog vendor so you'll want to get some food elsewhere. While I like the food at La Mar, there's not much else to see in th banking district. BTW, the locals may not know where La Mar is so be prepared to find it yourself. If your layover gives you sufficient time for dinner, then I suggest you go to Casco Viejo where there is some sightseeing and then have yourself a 10+ course tasting menu at Manolo Caracol for $30.

It's about give or take 45 minutes from Tocumen to Panama city., if memory serves me right.
You could also try Napoli Pizza, that well beloved Italian establishment that serves an awesome pizza with the greatest crust. It's been around for at least 50 years or so.

You'll pass some sketchy neighborhoods on your way to Casco Viejo, rest assured they're not taking you to get robbed. It is about 45 minutes from the airport to Casco Viejo.
