    University (UBC) Country Club.

Also the Langara or McCleery Golf Courses Clubhouses:

How about The Secret Garden Tea Company? They have pretty good high tea selections.

Perhaps renting out somebody's clubhouse or rec room? They can hold so many people and they have a kitchen and you can decorate and bring in your own foods.
Otherwise, i'd suggest Secret Garden Tea house.

I second Autumn Brook Gallery. Unfortunately, as soon as you go out of a home, the price per person rockets up. Autumn Brook is probably one of the best deals for space and catering.

Both Fleuri at Sutton Place and Bacchus at Wedgewood have private dining rooms for no additional cost . Fleuri has a decent buffet brunch and Bacchus offers high tea. Neither is cheap.

Third Autumn Brook. We had a Christmas work function there for about that many people a couple of years ago and it is a nice space.
