Chili in NOLA?

Now that the cold weather has been ushered in, hopefully for longer than a week, I'm craving chili. I've sought it out in years past, but never found a steamy, rich bowl of goodness.

I'm not talking about the stuff you put on nachos or hotdogs or comes from surreptitious can labeled with the words "Dinty Moore" here's what I want:
A bowl of hearty, tomato-based, meaty, well-spiced chili, beans optional. Preferably, it would be served in a large bowl with some cheddar cheese grated on top, a few scallions sprinkled around and possibly some sour cream dolloped on top, too.

I believe the only place I've been in the past few years that had chili was Maspero's and it was only a small cup on the side.

      ....or drive to Texas.

      Lots of great food here but there seems to be a shortage of chili, southwestern/mexican and bbq options. Savor those while you are out of town and focus on more traditional New Orleans fare.
