I'm somewhat reluctant to say this, but go to the Mandarin Bar at Mandarin Oriental. The reason I'm somewhat reluctant to say it is because I don't want to have to wait in an hour long line to get in for a drink the next time I'm in Vegas. It is easily my favorite bar *anywhere*. I had absolutely the time of my life there... I was ready to sell the house and move to Vegas just so I could work there. Prices are steep (upwards of $20 for a cocktail), but a good part of this is for the lush atmosphere (and oh what a view!), and the incredible service that Mandarin Oriental prides themselves on. I tried an original creation of theirs, the Golden Leaf (Hendrick's, fresh lime, muddled mandarin and pineapple) and found it utterly glorious, perfectly balanced. My companion had a Mint Julep, and I pronounced it the finest example of a Mint Julep that I had tasted.

Herbs and Rye, Downtown Cocktail Room (DRC), Sage and American Fish. The first two more similar to what you are looking for, the second two restaurant bars with great cocktails.
