That recipe looks interesting, but it's a bit of a stretch to call it a sazerac. :) Try the Toronto Institute of Bartending - I've heard rumors they carry Peychaud's, as well as a few varieties of Fee's, but haven't personally witnessed this as I've always bought my bitters in the States. If this doesn't work out for you and you need a fix, Sidecar/Toronto Temperance Society should be able to mix a (non-KFC) saz for you - they keep the goods on hand.
Bought mine at outlet liquors in Buffalo closest place, Premier liquors on Delaware would have it too, massively cool store too. They carry Carpano Antica which is the best sweet vermouth, Punt E Mes (drier) is there as well. Use Rittenhouse 100 for the rye its available at LCBO. If going to Buffalo I would go to Premier crazy good selection.
