Cheap-ish Birthday Dinner Tomorrow, please help

I'm helping to plan a last minute birthday dinner for tomorrow night and would appreciate any suggestions. The birthday boy is turning 30, loves good food and does not drink (i know, what?!)
The group in attendance will consist of somewhere between 10 -15 people give or take 5 and at least one vegetarian. We are hoping to stay in midtown preferably on the west side or within walking distance of Penn Station. Some guests are unemployed and/or broke so we don't want to go over $30pp including drinks. Any suggestions greatly appreciated!

Try Rocking Horse Cafe, maybe, for Mexican, or Le Zie for Italian, both in Chelsea.

I would do korean food but i don't know it korean food that well to really suggest a place. Or you could do pizza, I havent tried any of the places but around there (in Chelsea) there's Co, Donatella, and I think Artichoke opened up a new place around there. I dont know if any of the pizza places can accomodate that many people though.

RUB (23 and 7th) would be fun for an impromptu sort of party. You can keep costs down by ordering sandwiches (which are huge) and large, family-size sides to share, Even the vegetarian (we have one in our family, who loves the place) will like the grilled portobello burger. If this might work for you, call ahead and ask them to assemble a large table for you.
