I've had barrel-aged cocktails (manhattans, negronis, etc) at Clyde Common in Portland Oregon and found them amazing and definitely worth seeking out. It adds a nice complexity to these drinks and in the case of Negronis mellows the Campari drastically and brings it to a level of sophistication that a snobish cocktail drinker might reserve for Manhattans. It doesn't mask cheap ingredients though (in my opinion), so what you get out of them is directly related to what you put into them (I'm not a fan of Sapphire). I don't think my love for barrel-aged drinks is enough to make me ever go to the Temple Bar, but it's great knowing that Russell House has them too.
