East L.A. Taco Trucks or Carts Open Late Afternoon, Very Early Evening?

Help, a friend is hosting a friend of hers from Scotland and wants to take him on a cruise of East L.A. taco trucks and/or carts next Tuesday. This would of course be no problem at all after about 7:30 or 8pm - I know lots of good cruising spots along Cesar Chavez, Whittier or Olympic - but for some reason my friend is insisting on doing this between about 4pm and 7pm. In my experience there is very little, if any, to choose from during those hours. Anyone know of anything?

The SPOT is on Olympic Blvd. right across the street from Saybrook Park. They usually post up there by 5pm.
