Two 40 year olds females, one low key, high quality food restaurant recommendation needed for Thurs - 10/6

We love french bistros and American with a twist. Looking for a low-key, flavor packed dinner to eat, talk, run out to smoke a butt (if needbe) without an attitude, if possible. Celebrating my friends b-day. . Ideal location open if the food is right. Otherwise looking for East 10, 20, 30 & 40's or Flatiron. No dress code preferred. Thanks, Hounds

Hard to say without a price range, but here's a few off the top of my head:

      Prune

The front rooms at Gramercy Tavern ("Tavern Room") or Colicchio & Sons ("Tap Room")
      The Redhead
      Red Cat
      Northern Spy Food Co.
      Westville (or Westville East)
      Artisanal
WD-50 (for a bit more "twist")

Try Allegretti on West 22nd. It's a little pricey but meets your needs. Very pretty, good food, low key.
