Charleston, SC Restaurant Bills

I was reccently in Charleston for a week, and experianced on several ocasions, the rounding up of the bill. When I received a bill such as $35 50, the restaurants chargged me $36.00 when the change was returned. Is this a normal practice in other locations or just in Charleston?

    I have never seen that, anywhere. It's definitely not common in Charleston.
