I live around here, so I go to Fran's often. That said, it is out of sheer laziness that this is the case. The food is sometimes subpar and on more than one occasion, I've had to send a dish back for various reasons (ie: challah in the French toast was moldy). Eat with your eyes open, people.
My typical go-to dishes are the Premium Breakfast and the burgers. The summertime patio is worth a visit for a casual drink or two with a friend who won't judge you for drinking on a diner's patio.

Went and had the basic eggs and bacon breakfast early one morning this week. It's a very nice space inside, and the one end opens up onto a patio facing Berczy Park which will be scenic once they replace the makeshift metal barricades with proper railings. The food was adequate, the coffee was better than I expected, and the service was very attentive, I suspect because they have a lot of extra staff on for training at the moment. In short, it was nothing to get excited about but I had no complaints. I think this place serves a niche and has already brought more life to the area than the former tenant (a derelict Greek restaurant) ever did.
