Savannah's on Central in St Pete has an upper dining area that is opne & overlooks the the main dining room & I think they do parties up there. Food is quite good, but may be a little pricey.
St. Pete Brasserie, also on Central, has a separate room. Food is good not great, but not super-expensive.

I don't know what time your event is but I heard Ocean Breeze does parties, I haven't been in a while but what I had was good when I went. Just a little ways off the beach is O'Bistro and they are good.

I think the Black Pearl does private parties. Food gets mixed reviews though. Would be worth checking out.
