What part of the city? Large selection? Specialty? Value only?

K&L is your spot. They'll have the big name CA labels at the most reasonable prices in the city. They have the capital to have stuff like ScrEagle and Petrus in the store if that's your thing.
If you're willing to go a bit further south, Beltramo's has a even stronger selection of high end California wine.

FYI I find the Jug Shop has taken a dive since Chuck Hayward left it for JJ Buckley. I was in there recently to find a bunch of cava or prosecco for a party and the selection was pathetic -- about 15 misc. bottles of mass-produced plonk with dust on the bottles that looked like it had been sitting forgotten for ages. I left empty-handed.

I agree. When I lived in that neighborhood, I felt lucky to have it as my local shop; but on a recent visit, it was a shadow of its former self.

Great list. I'm also a big fan of Wine Club on Harrison - it's a cluttered and strange space but the selection is impressively wide and the guys working there are true wine geeks. The advice is a big part of the experience for me which is why I'm hesitant to go to K&L - they seem to be morphing into Bevmo+.
