I would look at their regular menus and see if the $35 is worth it. For example, we go to Rasika fairly regularly and definitely spend less than $35 per person on food. Same with Dino.
PS7 was a good deal for dinner, I think...but again, it would depend on the offering as I really dislike the standard risotto offering many places stick with since it's cheap for them and easy to please vegetarians with it.

Already went to Zaytinya next up Cafe Atlantico and Art & Soul (more for carnivorous husband, but looked decent for me too). I called Rasika, but they didn't have any times that would work for us. You should try Jaleo and Oyamel too. I've eaten at both outside RW and enjoyed many options. Indique had a nice selection too.
There are several others I was interested in, but don't recall right now. Have you checked the RW menus posted on DCist?

I don't know about vegan but vegetarians might have some success at Rasika, Bibianna, Siroc, or Dino. I also know a vegetarian that went to Ardeo for Restaurant Week and enjoyed it.

in my 5+ years of living here, I've never been pleased by the vegetarian options on restaurant week menus. That said, you can do much better at lunch at many places as a vegetarian. I've eaten vegetarian for RW at PS7, CoCo Sala, Dino, and Ardeo. I'm probably missing some. Not worth going to Dino for RW because they have deals all week outside of RW.

I went to Ardeo last night. Vegan would be tough, but I had cucumber gazpacho, ravioli, and a creme brulee for dessert. I highly recommend it - delicious and special. I also recommend Rasika, which is probably closer to vegan friendly.
