I am looking for suggestions for a December luncheon - 35 people near the old city. Costs are not a concern, but intimacy, taste, views matter! Thanks

Eucalyptus is very good, but for fresh salads, fish, and healthy local food, you can also consider the Quarter Cafe, which is in the Jewish Quarter of the Old City of Jerusalem, and 5 minutes walk from the Wailing Wall. Here's the link to the site: http://www.quarter-cafe.co.il/ (which I designed :-)

Does it need to be kosher?

Eucalyptus sounds like your best bet. Here's the link: http://www.the-eucalyptus.com/eucafrm...

          Also the restaurant 1868.

Both are kosher meat restaurants, close to the Old City. Eucalyptus has views.

Don't know when your party is, but neither of these will be open for lunch on Saturdays.
