Dinner with friends

While in NYC next week I'm going to be meeting friends for dinner and I was wondering if anyone could recomend either a great "red sauce" Italian restaurant or a French Bistro with the following criteria.

-most entrees below $20;
-lively atmosphere;
-although I am staying on the UWS, location is not terribly important.

      Da Andrea would also be my recommendation too. It is excellent and inexpensive, but be aware that it is not "red sauce". The owners are from Bologna and the food is northern Italian.

      I would suggest L'Express for a lively french bistro. It wouldn't be too difficult to get to either since a lot of trains come into Union Square.
