My top three in the City are Chez Pascal, New Rivers and Gracies. I like all three for different reasons/occasions, but if you put a gun to my head and made me choose one it would be Chez Pascal.

Haven't been to Chez Pascal. Based on restaurants I have visited, I'd say Mill's Tavern. We had a wonderful meal there on Friday. Great service and atmosphere, too.
