Well, unbeknownst to me, the place I was going to suggest has closed and reopened under a new name, and is no longer a steak house. I think it might have been much beyond the $25 range, anyway.
What I do know is that it's pretty difficult to find a decent steak in your price range in Manhattan, and only possibly in Brooklyn, without traveling way out in to the boro. BLT Steak in Manhattan is $24 for hangar steak, other cuts being being significantly more.
Hopefully other posters will know of and recommend places for you. Sorry I can't help further.

Craftsteak closed back in January. it's now Colicchio & Sons, and not getting much love on the boards. (even when it was open, there wasn't a single cut of beef on the menu for under $35.)

Yes, I know that now, as I did a menu search. Shows you how much attention I pay to steak houses. I edited my post; I guess you saw the first edition.
The pub menu at Keens might be a good call, and certainly posting this query at the other boards you suggested may be more fruitful.

think outside the box on this one...restaurants other than steakhouses often have wallet-friendly quality steak dishes on the menu - try an Argentinean spot or a bistro.
other thoughts in Manhattan: Ottomanelli NY Grill, the pub menu at Keens, and the hanger steak at BLT Prime.
the "Best" board doesn't get as much action as the regional ones - you might want to post separate requests for suggestions on Manhattan and Outer Boroughs.

I've had the Les Halles hangar steak as a part of their mixed grill, and found it tasty, though that is not my favorite cut. I see from their menu that they have the hangar steak as a main entree for $21.

The steaks at Via Brasil on 46th St are under $30.00 and quite good. A nice piece of filet comes with the churrasco mixto ($25.95, also has a piece of pork loin, a Brazilian sausage, and a breast of chicken) and there are sirloin and other cuts as well. Rice and beans and the usual accompaniments with.

Never been there but Steak Frites is in the $25-30 range and has a $20 lunch special. All steaks are served with a bearnaise or au poivre sauce and house cut fries. No mention of sizes. I'm sure some places have lunch specials. I know Morton's does, but not at all locations. You're better off in my opinion finding a place that doesn't specialize in steaks and getting one there if price is an issue.

Not the best steak in the world but considering what you are willing to pay- darn tasty. Excellent fries, too. House red wine is a solid pairing and pretty cheap, as well.
