Outdoor Cafes in DC in early October???

I am visiting DC the first week in October. I definitely want to come when the outdoor cafes and restaurants with outdoor seating are open. Are all the outdoor cafes and restaurants with outdoor seating usually open in early October?

They should be open. The problem with outdoor cafes in DC is that they tend to be in busy streets, and sitting outdoors next to an idling bus ain't Paris. Maybe if you identify a neighborhood, people can let you know of some outdoor cafes that are relatively protected from traffic fumes.
