Just want to add Eastern Standard ha a great flat iron steak frites for about 22$. Awesome quality steak with a good bearnaise sauce.
I second Chez Henri and Petit Robert Bistro as well. Chez henri has a brown steak sauce which is different but delicious, with great quality steak. Robert bistro has the worst quality steak of the 3 (still very good just not as good) , a thin skirt steak. Robert bistro has a great bearnaise.
Robert bistro and ES are about 22$ each, Chez Henri is around 32$. Not worth the price hike in my opinion (but this is why they constantly offer groupons).

The tastiest, tenderest hangar steak I've had in a while was at Metropolis in the South End. Not exactly a steak frites, they serve it with truffled mashed potatoes and watercress salad. I also love that fact that it's a nicely reasonable portion, not one of those steak house monstrosities.

Have always had very good luck bringing clients to The Oak Room at the Copley Plaza. They do a great job with steaks. Good room to conduct business. Excellent wine cellar as well.
Also, the Blue Room in Cambridge is very good for steaks.

I really enjoy the steaks at Prezza. I have found the steaks there to be superior to most steakhouses. Beyond French bistros, there are good steaks at Union Bar and Grille, Bergamot, and the South End Buttery.

Agree with the steak frites and churrascaria recs. I've also always loved the steak at East Coast Grill. This is it's current incarnation:

OK, went to the Blue Room last night. We had a limited menu since we had a party of 24 people. The starters were on the whole excellent, as was the asparagus course, and my fruit plate for dessert was superb -- on a par with the best I've had anywhere. However, my steak was mediocre. The quality of the meat was not good, I had asked for it sl. rare of medium-rare and it came medium (I'm not the sort to send a steak back unless it comes out well-done). But that aside, it just wasn't tasty.
Maybe it was because we were a group, but I won't order that again in any hurry.

Both steaks at Gaslight are excellent, with different sauces. The steak frites, last I looked, was either a sirloin or a hangar, and the bar steak was a skirt. I don't know if skirt has suddenly gotten pricier (more people grilling fajitas at home in summer?), but the bar steak, which was once significantly cheaper than the steak frites, is now more expensive; I prefer it to the more tender steak-frites cut. I have not tried the Saturday-night special filet mignon, a steak that rarely interests me.

On the elegant/expensive ends of things I would second the Locke-Ober recommendation, and also add L'Espalier. The Steak Frites at Central Kitchen are very good, although I would avoid that dish at the otherwise very good Franklin Cafe. Hungry Mother does a nice steak, in a more Southern preparation.

I like the steak-frites at many of the French bistros around town: the Petit Roberts, Beacon Hill Bistro, Pierrot, Sel de la Terre, Aquitaine. Brazilian churrascarias are another good bet for relatively inexpensive steak: I really enjoyed my recent trips to Mix Flavor Brazilian Grill near Union Square, Somerville.

I agree with MC about going the way of steak frites. I like the steak frites at Bella Luna in JP, as well as the version at 88 Wharf in Milton, though my favorite of them all is probably from the Blue Ox in Lynn.
