It's a bit east of Westside, but I think Tasca completely fits this description. I've been there twice, and both times the food and service were excellent, and the ambiance very romantic.

Wilshire on 25th & Wilshire has a beautiful patio and decent food & cocktails;
Fraiche on 2nd has real food and a relaxed but lively vibe;
Whist @ the Viceroy has a spectacular poolside dining & great menu but it's pushin' $$

but all are pretty romantic without breaking the bank.

+1 for Wilshire patio, especially on Monday nights when all wine is 1/2 price. That said, even with 1/2 price wine it's probably not what most people consider cheap.

imho, the prices at LIlly's French Cafe in venice are extremely reasonable and the restaurant is VERY pretty and romantic (especially if you are seated overlooking the pretty garden) .

im a cheapskate so -- $30 per person!
i think djelina is lovely for this purpose.

if so, i've never gotten out of there for anywhere near $30/pp.
maybe it's because i eat a lot and don't enjoy "ordering carefully.'

wih tax, tip, and beverage, my normal tab runs closer to $50/pp at gjelina
