Well 1st and foremost, Happy 21st Birthday. Hope it's all that and then some.
If you are into Japanese food, you would most likley enjoy a good old style Japanese steakhouse.
The wife and I went with some family to a Japaneses Steakhouse in Palmdale a couple months ago. Between the Saki Bombs and the amazing table cooks food fliiping and volcanic onion skills, it was definitely a night to remember :)
Saki, Saki, Saki Bomb! What a blast.
Again Happy 21st and Cheers!

Barney's Beanery in Santa Monica? Or any of those restaurants around there. Then maybe say goodnight to the Grandparents and have plenty of options to walk around to afterward...
Dar Maghreb Restaurant in Hollywood? I think that's about $40 fixed price..
Yamashiro with a great view?
Don't forget the designated driver or taxi!!

re: titiana
so why not go there? if it's too wild, maybe something like Musha...?
Palms Thai was a good suggestion. if you want something fun and unique, something like Mouns-of-Tunis.
or go somewhere like Lou on Vine where there's good wine... or Cube. i guess they're not too 21st birthday oriented, but they've got the booze.
or maybe somewhere like Chaya Venice or Chaya? if they're not too pricey.
