Two places not yet mentioned for streetside tables and amazing people watching are Double Crown (Bowery and Bleecker) and Cafe Gitane (Mott and Prince). Double Crown is a lot more hipster and pricey but you are guaranteed to see plenty of models, artists and other Bowery fashionistas if you can nab a table in the lovely sidewalk "garden". Cafe Gitane is smaller and much more casual with lighter, less expensive French-Moroccan food and is also prime real estate for people-watching on a boutique-lined, gorgeous SoHo street. Good luck getting a table outside at Cafe Gitane. I think there are 3, maybe 4 tables outside and it's one of the most popular spots in NoLIta. I don't disagree with npixie's description of Gitane, but I wouldn't get your heart set on eating outside when the seating is so limited.

Belcourt is perfect, that was a great recommendation. Cafe Charbon also has amazing people watching, it's right in the heart of the Lower East Side (corner of Stanton and Orchard), but the food is only ok. Extra Virgin in the West Village (W 4th St) has a small sidewalk seating area, and tons of celebs live in the neighborhood so that's a great spot, lots of fashionable Euro-tourists around too.

I like the patio at Tabla, Pastis (pretty big area), Locanda Verde, Blue Smoke (small), inoteca LES, Five Points (small), Jane (small), Arturo's.
Do note that most of the time sidewalk areas are not huge and are first come, first served. I would get there as soon as possible (like right when dinner service starts or before 6pm if on a weekday).

Belcourt has a pretty large sidewalk table area. Good dinner service, an even better brunch menu and full liquor license.
Since it's 2nd ave, you'll get an eclectic range of people to watch... hipsters, gutter punks, junkies, models, NYU kids, etc with minimal tourists.
