Suggestions in Vancouver or Burnaby for special birthday dinner
Steamworks in Gastown actually has good views as long as you ask for tables by the windows (duh, eh !)
New India Restaurant & Buffet (Broadway @ Willow) has an amazing panoramic view of downtown and the North Shore.
So does Red Robin's (patio) two blocks west at Oak.
LR, can't argue with the view at your three suggestions but the OP did ask for great food... just sayin'.
Mum and I had a really nice lunch at Kayan last year on the patio which has a killer view. I know the food has gotten mixed reviews here so maybe we just ordered with some luck but I thought their meze type items were darn tasty and reasonable too.

LOL, the Red Robin inclusion probably could have got me banned from Chowhounds !! And no, neither New India nor Steamworks would generally scathe the "great foods" sanctum of restaurants, however it's possible one man's great food is another man's .............. [wink]

not sure if you have a price point in mind. but there aren't any resto that have great view AND great food.. . I imagine you are paying for the view

Best food from pevious experience would be C's. but haven't.. been back since Chef QD left. Still definitely better than Cincin and IK. Both Cincin and IK are pretentious and cater to the want to be seen crowd(dress up). imho. The other places with ok food are Nu, Lift, Teahouse and Raincity.
Best view... not C's :-D, nor Milestone's, nor Cardero's. I have many a great nights with the view at the other locations posted above.
* I noted view of the water and sunset. if this what you meant by 'view'?
