I hate to say that the better bars for such things aren't in the neighborhood where you are booked. In the old days, I would have heartily recommended the Kabuki's own bar (back when Nick was the chef), but he is now across town at Nombe and with his departure, Kabuki went back to an old and staid and downright boring menu.
The two bars in the neighborhood with passable menus is 1300 Fillmore (decent shrimp and grits and pork ribs) and Yoshi's bar (although I prefer the lobster salad off the dinner menu).
SQPR is one of the better restaurants in the 'hood and I always sit at their bar, but it is not what you would think of was a bar with cocktails.
Harry's Bar is a "scene" but nothing to write home about. It always gets a crowd and their food is sufficient, but hardly exceptional.
Can't help you on the beer question at all.
