Neo-Asia (formerly Neo-china) used to have decent dim-sum on the weekends... Haven't been there in about 6 months but I felt it was better than Hong Kong overall. Unfortunately I've heard it's gone downhill of late so I'm not sure what the quality is like any more...
Not to dash your hopes but dim-sum in the Triangle is not strong. Most people I know who have moved from urban centers have been really disappointed overall but you do what you can with what you got!

I'm not aware of any cart-based dim sum in the Triangle. In Durham, you can order dim sum off the menu at Hong Kong restaurant, I believe.

Yep, they do. Note that not all items come out right away, like the BBQ pork buns that are not ready until an hour after they've opened.
And I agree with the assessments on HK. It's passable dim sum and works if you're desperate for it. But, it's not on par with what I've had in the DC area or San Fran, let alone in Hong Kong itself.
