I'm trying to make a Paraguayan recipe from my boyfriend childhood (sopa de bori bori/vori vori) and all the recipes I find online ask for harina de maiz (corn flour) is this the same as masa harina or is corn meal?

I've been using masa harina and eaten things made with it all my life and know what it is and how it's made. That link you supplied is the best explained and most comprehensive I have ever seen. Thanks tonka!

It's corn meal. Masa has been treated with lime.
