Bistro 990 if you need a more traditional place (dim lighting, classic furniture). Gallery Grill at Hart House is great for business lunches, it's just a short walk west on Wellesley and has brighter lighting. Fire on the East Side (http://www.fireontheeastside.ca/lunch.html) if you're looking for more interesting food and a less formal atmosphere with a lower price point.
If your client is a bit adventurous, there are some riskier options you can impress them with. Try Ethiopian house on Irwin (http://www.ethiopianhouse.com/). I've had meetings there (you can get individual platters), and it definitely scores some novelty points, especially if you throw in a coffee ceremony. If you need alcohol, you can head to Bar Volo and impress your client with beer flight tastings.
Of the above, I find Gallery Grill to be the safest business lunch setting. Good food, charming setting, and good lighting for reading documents.

Bistro 990 is solid. There are also a few nice restos on Elm. It's a few minutes walk but if the weather is nice, not too bad. Adega and Oro come to mind.
