Problem Kumquat Tree

We've had a small Kumquat tree in our yard (4" tall) for about 4 or 5 years and it has never produced more than a handful of fruit. We do feed it regularly. This year (with lots of rain and now warm weather) it has started to sprout tons of new branch and leaf growth. No flowering or setting of fruit yet

My question is whether it would make sense to trim it back now to encourage flowering and fruit................or just let it grow on its own.

If it helps any, we are near the coast in South Orange County, CA.

    Let it grow! Soon you should see flower buds among the new leaves!
    I have a VERY productive tree that has been in the same container for 6 years, just now forming its flowers. I live in the city of Orange so it is a bit warmer here.
