I would second (or third) any of the above -- especially Palace or Quinn's. Palace can be a hard place to find a seat, Quinn's isn't too bad except on the weekend.
Maybe 10 minute walk away on 2nd Ave is Kushi Bar for Izakaya (Japanese bar food) and can be a fun scene. Also, I like the Virginia Inn (upscale bar food) and Le Pichet (French), both by the market at 1st / Virginia -- though Le Pichet is maybe a bit of a date place.

The Palace Kitchen has a great bar for eating solo. Lauren's recommendation of Union is also good. Matt's in the Market and Steelhead Diner also have good bars for solo dining.
